自己比较常用的一个功能，刚好也是为了学习扩展开发，就做了出来

后来发现已经有同名扩展“返回顶部”，于是便在后面加了个Plus用以区分
“鼠标移到按钮上时页面缓慢滚动”的功能也是借鉴于该扩展
